Mohammad is a technical regulatory and fiscal expert in the nicotine products industry. He began his career as a Jordanian diplomat and later worked with Philip Morris International in Jordan and the Public Authority for Anti-Smoking (PAA) as Head of External Affairs and Communications. Agrabawi played a key role in the design and deployment of the excise tax law for heated tobacco products like IQOS in Jordan and was part of the technical committee for the development of vaping and heated tobacco technical regulations.
He then joined JUUL Labs, handling government affairs and communications across the Middle East. Agrabawi spent five years at ANDS (Alternative Nicotine Delivery Solutions), where he oversaw regulatory, fiscal, and communications functions. His expertise spans fiscal affairs, regulatory monitoring, product registration, technical compliance, communications management, and tobacco control and public health laws.
He is currently the Managing Partner for the GCC, Levant, Turkey, and Pakistan at Moharram and Partners.
